If you’ve been turned down for car insurance in Maryland, you’ve probably heard about MAIF. Maybe a friend mentioned it, an agent brought it up, or you found it yourself after searching for cheap car insurance in Maryland and hitting wall after wall.
But getting a MAIF quote isn’t as simple as making a phone call. There’s a checklist. If you don’t have the right documents ready, you’ll waste time, get frustrated, and may even get turned away before you start.
At Roadway Auto, we’ve helped thousands of Maryland drivers navigate this process. We know exactly what you need. And we know what happens when you don’t.
Here’s the checklist.

Document #1: Your Valid Maryland Driver’s License
This one seems obvious, but you’d be surprised how many people call without it. To get a MAIF quote, you need a valid Maryland driver’s license. Not an out-of-state license. Not an expired license. A current, valid Maryland license.
If you just moved to Maryland from another state, you need to transfer your license first. You can’t get a MAIF policy with a Pennsylvania or Virginia license, even if you now live in Baltimore.
If you don’t, the agent can’t even start the quote process. You’ll be told to come back once your license is sorted out. That could mean weeks of waiting, and in the meantime, you’re still uninsured.
What if your license is suspended or revoked? You need to resolve that first. MAIF requires a valid license or a valid Maryland vehicle registration. If your license is suspended, you may still qualify if you have a registered vehicle, but the process is more complicated.
Document #2: Your Vehicle Registration or Title
You need to prove you own or legally possess the vehicle you’re trying to insure.
If your car is registered in Maryland, bring your registration card. If you just bought the car and haven’t registered it yet, bring the title or the bill of sale.
The agent can’t verify the vehicle without it. They need the VIN, year, make, and model to generate a quote. Without documentation, you’ll be asked to come back later.
If your vehicle is more than 20 years old, MAIF may only offer liability coverage. You’ll need to provide additional documentation, and the agent will explain the limitations.
Document #3: Proof of Maryland Residency
MAIF is for Maryland residents only. You need to prove you live here. Acceptable documents include a utility bill, lease agreement, mortgage statement, or government document with your Maryland address.
If you don’t have it, you can’t get a MAIF quote. Maryland policyholders fund the program for Maryland drivers. If you live in D.C. or Virginia, you need a different program (DCAIP for D.C., or a private carrier for Virginia).
This matters for Baltimore drivers because if you’re living in Baltimore City but your mail still goes to your old address in another state, you need to update your documentation first. The agent will check, and discrepancies will delay your quote.
Document #4: Proof of Denial from Two Private Insurers
This document trips up most people. MAIF exists for drivers who can’t get coverage elsewhere. To prove that, you need documentation showing that at least two private insurance companies have rejected you, or that one company canceled or non-renewed your policy for reasons other than non-payment.
What counts as proof:
- Denial letters from two different insurance companies
- A cancellation or non-renewal notice from one company (again, not for non-payment)
- Written correspondence stating you were declined
What doesn’t count:
- A verbal “no” over the phone
- A quote that was too high (unless you have it in writing)
- An application that was never submitted
If you don’t have it, you can’t get a MAIF quote. The agent cannot submit your application without proof of denial. This is a statutory requirement, not a company policy.
What if an insurer won’t give you a denial letter? Call them and ask for it in writing. They’re required to provide it. If they refuse, ask to speak with a supervisor. If you still can’t get it, call us. We’ve dealt with this before and can help you navigate it.
Document #5: Proof You Don’t Owe MAIF Money
If you’ve had a MAIF policy before, you need to be current. If you owe unpaid premiums on a previous MAIF policy, you can’t get a new one until you clear that balance.
The agent will tell you the amount owed if you have an outstanding balance. You’ll need to pay it before we can proceed with the quote. There’s no workaround for this. MAIF won’t issue a new policy to someone who owes them money.
If you’re not sure whether you owe anything, call us before you start the quote process. We can check for you and save you the hassle of finding out mid-application.
What Happens If You Don’t Have Everything?
Without all five documents, you can’t get a MAIF quote. The agent will be polite. They’ll explain what’s missing. But they can’t move forward.
That means you’re still uninsured. In Maryland, driving without insurance can cost you up to $3,500 per year in fines, plus license and vehicle registration suspension.
If you’re in Baltimore, Annapolis, or anywhere else in Maryland and you’re missing a document, here’s what to do:
- Missing your license? Get it transferred or reinstated first. That’s your starting point.
- Missing registration? If you just bought a car, get the title sorted. If you’re moving from out of state, you have 60 days to register your vehicle.
- Missing proof of denial? Call the insurers that turned you down and request written denial letters. Be persistent. You need this.
- Missing proof of residency? Update your address with the MVA and gather a utility bill or lease.
- Owe MAIF money? Call us. We can tell you the amount and help you set up a payment plan.
